The HPDC Qualified Manufacturer Program is currently in a pilot phase. The list of participating Qualified Manufacturers will be published here when the program is officially launched.

Overview

An HPDC Qualified Manufacturer (QM) is a manufacturer organization that has successfully completed the HPDC Qualified Manufacturer Program, a structured training and mentorship pathway designed to build and formally recognize a manufacturer’s ability to independently prepare high-quality HPDs in full conformance with the HPD Open Standard.

The Qualified Manufacturer Program bridges the gap between self-declared and third-party verified HPDs by equipping manufacturers with the expertise, tools, and structured guidance needed to prepare HPDs that meet the same integrity standards as those prepared by HPDC Approved Preparers or verified by HPDC Third-Party Verifiers. Manufacturers are paired with experienced mentors from HPDC Staff and Third-Party Programs participants and supported by enhanced HPD Builder features to streamline documentation and content quality assurance.

HPDs prepared by a Qualified Manufacturer are designated as pre-verified HPDs, reflecting the elevated preparation standard achieved through the program. This designation provides HPD users with an additional level of assurance in the accuracy and completeness of the HPD data, and offers Qualified Manufacturers a streamlined and cost-reduced path to Third-Party Verification.

Key Points of the Qualified Manufacturer Program

The QMP is a structured, milestone-based program that provides manufacturers with:

  • An assessment of knowledge and competencies related to the HPD Open Standard and HPDC Materials ToolSuite. 
  • Comprehensive training on HPD preparation requirements, content inventory collection and documentation, hazard screening methodology, and HPD Open Standard best practices.
  • A mentorship relationship with an experienced HPDC Third-Party Program participant, providing hands-on guidance through the development of the manufacturer’s first three HPDs.
  • Formal recognition as an HPDC Qualified Manufacturer upon successful program completion, with listing on the HPDC website and designation of published HPDs as Pre-Verified.

It is equally important to understand what the program does not do:

  • Qualified Manufacturer status does not replace Third-Party Verification. HPDs published by Qualified Manufacturers are considered Pre-verified, not Third-Party Verified.
  • Qualified Manufacturers do not verify or prepare HPDs for other manufacturers.
  • The QMP does not conduct independent laboratory testing or assessment of product contents.
  • QM designation does not imply that a product is free of hazardous substances or preferred over other products.

To HPD Users: HPDs prepared by a Qualified Manufacturer carry the pre-verified designation, providing users with greater confidence that the HPD was prepared with a thorough understanding of the HPD Open Standard, with proper documentation, and with a commitment to accuracy and transparency consistent with the program’s requirements.

HPDC continues to engage with rating system organizations to advocate for greater recognition of HPDs prepared under the Qualified Manufacturer Program and by Approved Preparers. While this recognition has not yet been adopted, HPDC is actively working to encourage rating systems to award credits, points, or other forms of acknowledgment for these HPDs, similar to those currently given to third-party verified HPDs.

To Manufacturers: Participation in the QMP gives manufacturers the training, mentorship, and tools they need to prepare high-quality HPDs independently and efficiently. Benefits include: structured skill development through a milestone-based mentorship program; formal recognition as an HPDC Qualified Manufacturer with listing on the HPDC website; Pre-verified HPD designation that signals elevated data quality to the market; and a streamlined, cost-reduced path to full Third-Party Verification.

To Mentors: HPDC Third-Party Program participants who serve as mentors gain recognition for their contribution to the growth and integrity of the HPD ecosystem, compensation for their time and engagement, and ongoing connection with emerging manufacturers and market trends in HPD preparation and product transparency.

Program Structure

The Qualified Manufacturer Program is managed by the HPD Collaborative (HPDC), a not-for-profit, member organization responsible for the maintenance and evolution of the HPD Open Standard.

  • A senior member of the HPDC staff, the Program Director, has overall responsibility for and oversees the Program.
  • Development and ongoing improvement of the Program are managed by the HPDC Technical Team, with oversight provided by the Third Party Programs Community Group, which includes representatives from participating organizations. HPDC staff collect and manage feedback, implementation insights, and stakeholder input, and present proposed updates to the Third Party Programs Community Group for review and discussion.
  • Approval of Program content, credentialing standards, and Qualified Manufacturer designations is the responsibility of the HPDC Technical Committee.

Manufacturers pay a participation fee to access program materials and mentorship. Mentors are compensated for their time and engagement. Details on fees and compensation are to be determined once completed of the pilot program. 

Program Participation

For Manufacturers: Manufacturers submit a QMP Interest Form on the HPDC website to begin the application process. HPDC membership staff will follow up with a full application. Completed applications are reviewed by HPDC staff, and an initial meeting is scheduled to kick off the program.

For Mentors: HPDC Third-Party Program participants who are interested in serving as mentors communicate their interest directly to HPDC. Active participation as an Approved Preparer or Third-Party Verifier is required to become a QMP mentor.
